I tested this new 34.5kV switchgear a couple of weeks ago and it kept failing dielectric withstand at 60kVAC. The manufacture came back and said 54kV was the proper test voltage because the the switchgear factory test was at 72kV. In IEEE C7.20.2 Section 5.3 Table 1 says that 38kV gear power frequency withstand kV rms is 80kV and the field acceptance test voltage 75% or 60kV.
Can manufacture change the power frequency withstand voltage and still comply with IEEE?
