Insulating Caps, Non-Conductive Cuff vs Conductive Cuff

While getting specs on 15kV and 25/28kV Insulated Caps, I noticed the option between conductive and non-conductive cuff. Anyone know the application for the conductive cuff?

After doing some research on this, I wasn’t able to come up with a definitive answer. The only reason I can think is it helps with bleeding stray voltage. T&B literature notes the insulated cuff as having “extra protection.”

I have asked vendors in my area what the difference is and they don’t know. I’m still waiting for a definitive answer. But from what I can tell, they are both some sort of semi-con. So they both are conductive in a sense. But I don’t know either.
