What is the logic behind running a 5kv dc meg test on a 35 kV cable before the dielectric withstand test? Are they not looking at the same thing?

The intent it is to see whether it is even safe/possible to perform a dielectric withstand test.

I’ve asked the same question. I suppose the thinking is “before I blow this wire up, let’s give it a check see at low voltage first”
